Houston, Texas - The case surrounding the murder of Jocelyn Nungaray has left Houston residents in shock and has sparked renewed discussions on border security in the United States. Two men, Johan José Martínez Rangel and Franklin Peña Ramos, have been arrested and are facing capital murder charges for the death of the 12-year-old girl.

Case Description

Jocelyn Nungaray's body was discovered last Monday in a shallow creek on West Rankin Road, Houston. She had been strangled and found bound at the wrists and ankles, naked from the waist down. According to her mother, Alexis Nungaray, the last time she saw Jocelyn alive was on Sunday, June 16th, when she was in her bed. Jocelyn had been talking to her boyfriend on the phone and ran away from home to see him. When Jocelyn was not found the next morning, Alexis reported her disappearance to the authorities.

Arrests and Immigration Status

Martínez-Rangel, 22, and Peña Ramos, 26, both of Venezuelan origin, crossed the border illegally earlier this year. They were detained and released by the Border Patrol near El Paso, Texas, before arriving in Houston. The police arrested them last Thursday after identifying their location through surveillance cameras.

This tragic incident has intensified the political confrontation between former President Donald Trump and current President Joe Biden, particularly regarding border security. With just five months until the presidential elections, the issue of immigration has become a pivotal campaign topic.

Investigation and Charges

According to Houston police, the suspects did not know Jocelyn and approached her asking for directions. Surveillance cameras captured them walking with her towards a 7-Eleven store, where she appeared distressed. Shortly after, the men led her towards a bridge where they allegedly strangled and assaulted her.

The District Attorney's office has indicated that, due to the aggravated circumstances of the case, they may seek the death penalty for both accused.

Family Statements

Alexis Nungaray expressed her profound grief and anger: "My baby didn’t deserve this at all. I want karma to get them. I am angry. They took advantage of her. She was too young. They took my firstborn from me."

Next Steps

Martínez-Rangel and Peña Ramos are scheduled to appear before an immigration court in August. They are expected to face the death penalty for the murder of Jocelyn Nungaray.
